Short answer for dealers: top speed is set by the controller limit first, and then by motor torque, battery voltage under load, gearing, tyres and rider weight. Four of those six are service items you can sell. The controller limit is not — it is a condition of the vehicle's approval.
The six variables, in order of impact

Reading a specification sheet honestly
- Peak vs continuous power. "800 W peak" and "350 W continuous" are very different machines. Germany's ABE configuration, for example, is a 350 W machine.
- Battery: Wh matters more than Ah. Watt-hours tell you how far; amp-hours alone tell you nothing without the voltage.
- Torque curve, not top speed. Urban riding is stop-start. A machine that reaches its limit quickly is faster in town than one with a higher ceiling and slow acceleration.
- Tested vs claimed. Ask whether the range figure is a flat-track figure at a light rider weight.
Where the compliance line sits
The speed limit is not an arbitrary setting. Braking performance, frame fatigue, tyre rating, lighting and EMC were all tested at that speed. Change the limit and the test evidence no longer describes the vehicle, so the conformity declaration — and the German ABE where it applies — stops covering it. That also ends the warranty and can end the rider's insurance.

- N8 / N9 — 20 km/h for DE/PL/HU, 25 km/h for FR/IT/ES.
- X7 PRO — 25 km/h road mode, 60 km/h for private land.

Does a bigger battery make it faster?
Not necessarily faster, but a healthy pack holds voltage better under load, which is what the rider feels. A bigger pack mainly buys range.
Do larger wheels help?
They improve stability and rolling over rough ground; they can change effective gearing. It is a ride-quality change more than a speed one.
Can I quote exact speeds in my advertising?
Quote the approved configuration for your market, and state the conditions. Do not advertise a higher figure than the machine is approved for.
