Mobility scooter OEM 2026

Mobility Scooter OEM — Private-Label Four-Wheel and Three-Wheel Mobility for the US Market

The mobility scooter is the largest-volume OEM category we run, and the one where the 2026 US import environment rewards the right supply structure. We manufacture four-wheel and three-wheel mobility scooters from 350 W foldable models to 1,400 W two-person and all-weather units, and we ship them built-up, SKD or CKD depending on the duty position you are targeting. You bring the brand and the channel; we bring the platform, the documentation and the capacity.

  • 5mobility platforms
  • 100,000units annual capacity
  • SKDavailable on all platforms
  • CKDavailable on all platforms
  • 50days factory lead time

02 — Why mobility, why now

Three reasons mobility scooters lead our OEM enquiries

Demand is not discretionaryMobility scooters serve an age and accessibility need rather than a commuting fashion. Replacement cycles and care-channel purchasing keep volumes steadier than the scooter season.
Volume per unit is highA four-wheel unit occupies far more container space than a folding commuter scooter. That is exactly what makes SKD and CKD worth engineering.
The channel is already thereRehabilitation retail, homecare distributors, pharmacy chains and mobility dealers already sell the category — an OEM programme replaces their supplier, it does not ask them to build a new one.
03 — US import structure

Shipment format is a duty decision, not a freight decision

For US-bound programmes, how the unit is shipped can matter as much as what it costs to make. Two points from the last twelve months are worth having in front of you before you brief a supplier.

  • The de minimis exemption is gone. The USD 800 exemption was eliminated for all countries from 29 August 2025. Every shipment now needs formal entry with duty assessed, regardless of value.
  • Origin follows the frame. In CBP ruling NY N364674, issued 10 September 2026, Customs held that manufacturing a scooter frame in Vietnam substantially transformed the steel, while later assembly in China did not — because the frame provides the fundamental structure of the finished vehicle. Origin was Vietnam.

The practical reading: a programme that specifies where the frame is made, and documents the assembly steps that follow, is a programme that can support an origin position. A programme that only asks for a price cannot.

We do not give tariff advice and we do not publish duty rates. We supply the manufacturing facts — frame origin, component split, assembly sequence and kit definition — that your broker or counsel needs to make the determination. See SKD & CKD for how a kit is defined.

04 — Customisation

What you can put your name on

Two layers, as on every OEM programme: the brand layer — badge, logo placement, model naming, colourway, seat and trim options, manuals and packaging artwork — needs no tooling. The product layer — battery capacity, controller mapping and speed setting, canopy, seating and cargo configuration, custom Pantone and carton print — is quoted per programme. On mobility platforms the second layer is where canopy and two-seat layouts are decided.

Motor, frame and battery architecture remain on the proven platform unless an ODM programme changes them. That is what keeps certification, spare parts and lead time predictable. Full customisation scope: OEM & ODM programmes.

05 — Documents

What ships with the goods

  • Declaration of conformity and applicable standard references — the same documentation set that ships with every OEM programme
  • One model number across invoice, specification, test report and certificate — the fastest way to lose a shipment is a mismatch between the four
  • Origin pack for US entries — frame origin, component split and assembly sequence, so your broker can support the position
  • Assembly documentation where an SKD or CKD kit is supplied

Spare parts for the mobility range are held through the EU warehouse network for European programmes, and shipped with the first order for new OEM partners so service is possible before the second one.

06 — FAQ

Mobility scooter OEM questions

Can all five mobility platforms ship as SKD or CKD?

Yes. All five mobility platforms can be supplied as SKD or CKD kits, subject to the programme sheet specifying the component split and the assembly steps required at destination. Compact stand-up scooters are normally shipped built-up, because the saving is not material at that size.

What determines whether SKD or CKD is right for us?

Your import structure, your duty position and your local assembly capability — not container volume alone. We quote both, define what is in each kit and what assembly it requires, and let you and your broker decide.

Do you supply the documentation needed to support an origin claim?

Yes, for the manufacturing facts within our control: where the frame and major sub-assemblies are produced, the component split, and the assembly sequence. We do not make the legal determination — that belongs to your broker or counsel.

What is the MOQ for a mobility OEM programme?

Quoted per programme, depending on platform, customisation depth and whether tooling is required. Contact us with the model and volume band and we will return a programme-specific figure.

Can I get a sample before committing?

Yes. One sample unit per model is available for evaluation, ride testing and market approvals. On the dealer track this is offered as standard; on OEM programmes it is arranged before specification lock.

How is a mobility programme different from a scooter programme?

Volume, kit economics and documentation. Mobility platforms are large-format, so SKD and CKD pay back on freight and duty where a stand-up scooter does not — and US entries need the origin pack. Which route you are on is set by where you sell: cooperation routes.
