How to make an electric scooter road legal

Short answer for dealers: you do not make a scooter road legal after the sale — you sell one that already is. Road legality is a property of the vehicle's approval plus the national rule where it is ridden. Your job is to stock the right configuration per market and hand over the right documents.
The two layers of "road legal"
- Product approval. The machine itself: CE conformity for the EU, plus — in Germany — the national ABE (Allgemeine Betriebserlaubnis) for e-scooters. Without it there is no legal basis to ride on public roads.
- National usage rules. Speed limit, where you may ride (cycle path vs road), minimum age, insurance plate or not, lighting and reflector requirements, and whether a helmet is mandated.
Both must be satisfied. A CE-conforming scooter that exceeds the national speed limit is not road legal in that country, and an ABE scooter ridden on a motorway is not road legal anywhere.

The document set every dealer should hold
- Declaration of conformity, per model, per configuration
- National certificate where applicable (ABE for Germany)
- Battery documentation, including the UN 38.3 test summary for transport
- User manual in the language of the market
- Insurance or plate guidance for your country, printed for the customer
- A point-of-sale checklist you can show was completed
What to tell the customer at handover
Ten minutes at the counter prevents most of the complaints you would otherwise field for a year:
- Where they may and may not ride in your municipality
- Whether insurance or a plate is required, and how to get it
- That derestricting the scooter removes it from its approved class
- Charging and storage practice — the single biggest cause of battery failure
- Tyre pressure and brake checks, and when to come back for service

Can I sell one model across the whole EU?
The hardware can be the same; the configuration cannot. We supply 20 km/h configurations for Germany, Poland and Hungary and 25 km/h for France, Italy and Spain.
Does an off-road X5 need approval?
It is not for road use, so the road-approval question does not apply — but you must sell it clearly labelled as an off-road machine and say so at the counter.
What about four-wheeled vehicles?
Those are a different regime entirely: L6e (up to 45 km/h, up to 6 kW, 425 kg unladen) and L7e (up to 15 kW, 450 kg), requiring whole-vehicle type approval, a certificate of conformity and conformity of production. Ask about Q6e and Q7e if your customers are asking for a cabin.
