Short answer for dealers: you can convert a kick scooter with a hub motor, a controller, a battery and a throttle — it is a well-documented workshop job. You then own a machine with no conformity declaration, no approval, and no warranty. If you are in business, sell the approved one and keep the workshop for service.
What a conversion actually requires
- A donor scooter that can take the load. Kick-scooter decks and stems are not designed for repeated motor torque or for stopping from 25 km/h.
- Hub motor and wheel build. Correct spoke tension and a true wheel matter more than the watt rating on the box.
- Controller and wiring. Rated for the battery voltage, protected, and routed so it cannot chafe.
- Battery pack and BMS. The expensive part, and the dangerous part if bought on price alone.
- Brakes. Whatever was fitted for foot-propulsion is not adequate for powered use.
The gap a kit cannot close
A conversion kit is not a compliance route. There is no declaration of conformity covering the finished vehicle, no national certificate for markets that require one, and no battery transport file. The moment you sell it, you are the manufacturer of an unapproved vehicle — with the obligations that follow and none of the test evidence.

Can I convert customers' scooters as a service?
You can perform the work, but understand that you are then placing a modified vehicle on the market. Most dealers decline and offer a part-exchange against a homologated model instead.
Are conversion kits legal to sell?
Selling the components is generally not the issue; the finished vehicle's compliance is. Do not advertise the result as road legal.
Do you supply spare parts to independent workshops?
