Spain’s Electric Scooter Sales Surge 70%: A Dealer Guide to the New VMP Rules

Spain’s electric two-wheeler market grew 70.3% year over year in September 2026, reaching 1,197 registrations on a total market of 30,696 units, according to ANESDOR data published on 2 October 2026. For every patinete eléctrico distribuidor, the growth window is open — but since 1 October 2026, DGT registration rules decide which stock can legally be sold for road use.

What do Spain electric scooter sales look like as of October 2026?

The Spanish motorcycle and light-vehicle market is booming. In September 2026 the sector registered 30,696 units, up 21.9% year over year, while the electric segment reached 1,197 units, up 70.3% (ANESDOR, reported by Europa Press on 2 October 2026). Year to date, electric registrations total 8,991 units, up 14.3%.

One caveat for stock planning: ANESDOR does not publish VMP figures as a separate category, so the 70.3% covers electric motorcycles, mopeds and light electric vehicles combined. The direction, however, is unambiguous — Spanish demand for electric two-wheelers is accelerating faster than the market around it.

For context: a VMP is a self-propelled vehicle with one or more wheels, designed for a single rider, limited to 25 km/h and propelled solely by an electric motor under the DGT VMP Characteristics Manual. It sits outside type-approved L-category vehicles, which is exactly why the new registration regime matters.

What changed on 1 October 2026?

Royal Decree 518/2026 (BOE-A-2026-13889, published 24 June 2026, effective 1 October 2026) made DGT registration the practical gate for street-legal VMP use. Every VMP that circulates must now be entered in the DGT’s national light personal vehicle registry and carry its identification label (Dirección General de Tráfico). Enforcement started immediately: in the first week, La Línea de la Concepción’s Policía Local issued 47 fines and seized 19 PLETs, including e-scooters (Chronicle.gi, 12 October 2026). The main offences were:

What must a patinete eléctrico distribuidor provide at the point of sale?

Registration is the buyer’s job, but the documents that make it possible come from the seller. A dealer who cannot produce them will generate returns, support tickets and blocked registrations. At the point of sale, provide:

How much does VMP registration cost the buyer?

The DGT charges fee 4.1 of €8.67 for VMP registration (DGT sede electrónica, Matriculación VMP). After approval the owner receives a digital registration certificate with a registration number and must affix the identification label before riding. The cheaper failure mode is a fine; the expensive one is a seizure. As La Línea’s first week showed, 19 vehicles were impounded in seven days — stock that cannot be registered is stock that customers cannot legally ride. For the fine levels in detail, see our Spain enforcement guide and the October 2026 VMP rules overview.

How AURORIDE supports Spanish dealers

The September data and the October rules point to the same conclusion: demand is strong, but the margin of error has disappeared. Spain electric scooter sales growth of 70.3% came before the registry requirement bit; from now on, certified, documented stock wins the shelf. Uncertified inventory has less than three months of transition left. AURORIDE supplies European warehouse stock with certification documentation, invoice data formatted for DGT registration, and warranty support — see the AURORIDE N8 and N9. To expand your patinete eléctrico distribuidor business, apply to the AURORIDE dealer network, check EU stock locations, or review our warranty terms.
